There are two main causes for low testosterone levels for women and they are age and menopause. In some cases, problems regarding the pituitary gland of the ovaries can also be a cause. Estrogen in women gradually reduces over time as well and this is heightened during menopausal stages.

When women reach the menopausal stage, they will have fewer testosterone levels since the ovaries will produce fewer hormones. In some women, problems in the adrenal glands also contribute to the lowering of testosterone levels.
